Having a penis that is as good as strangulated is no fun - I should know, I had one for 25 years. The first thing I'd suggest you do is visit your doctor or get referrred to a specialist who will be qualified to accurately diagnos what the problem is and will also be able to tell you what the solutions are.
Please be careful, a lot of people online will give you a lot of advice, but they aren't qualified and most don't even have any experience in what they suggest.
