Unfortunately, Rahul, a specialist would be the only one able to diagnos 100% accurately what the problem is. They are trained and qualified individuals that know what they are looking for. Plus, an actual examination would give more accurate results then a remote one. It sounds like it could very well be the frenulum. If that is the case then a circumcision would not be required to resolve it. Checkout this part of the above site with information on that condition and solutions: Frenulum Breve.

Don't worry though, it really doesn't sound like a circumcision is neccessary.
