Assuming you do have frenulum breve – it’s always best to get it checked. It is totally common for those with a tight frenulum to not be able to retract the foreskin. Generally it will also cause pain when attempting to do so, too. Assuming you have the standard banana shaped erect penis then having a tight frenulum may prevent a full “banana” shape and in some case pull the head down.

As far as resolving the problem goes, the results of stretching the frenulum are very debatable, but, as long as you are careful, it could be worth a shot. Your chances for success may improve more if you use creams etc. Surgery wise it is either a quick incision or removal of the frenulum.
