The important thing before considering any solutions is to get a specialist to accurately diagnos your condition. They will also be able to suggest treatments. Circumcision is not neccessary for those that have a tight frenulum. However, a quick incision is mostly recommended by surgeons (as opposed to ripping it etc.)

As far as the sensivitivy issue goes; it's probably because the head has not been exposed or routinely touched, so it is bound to be overly sensitive. Once the problem that is preventing retraction is resolved the head will be exposed more often (like during sex, masturbation etc.) and will become less hyper-sensitive, and will ultimately become pleasurable.
