I'm a bit confused mate. The subject line of your post says you're unable to stretch the foreskin but you don't mention trying in your message, beyond discovering that the tip of your foreskin won't "stretch"" open far enough for your knob to pop out.
When you see your doctor, let's not jump to any type of cutting, but rather tell your GP the foreskin on your willy is a bit tight and that you'd like a prescription for Betamethazone Ointment or cream.
Using the ointment or cream on the tight area together with some simple, painless stretching exercises will generally start to show improvement within two weeks and many individuals are able to bring their foreskin right back within two months, even with a stiffy.
If you're interested in persuing this instead of letting a uroligist put a knife to your willy, let's hear from you.
