What you noticed on the underside of your penis, that adhesion is called the fraenulum and is a naturally present part of your foreskin and penis. Be gentle with it, as when it's untrained, forceful retraction may damage it. If you feel it is too tight, you may want to stretch it gently, and it will eventually (not instantly, though, it needs some months) grow to a better length.
