Limits of streching

To what extreme can a male with a normal foreskin strech?
I am asking this bcos i can retract my foreskin upto the penis head and a little beyonf it.After that i see that my foreskin is completely adhered to the penis(beyond the head).Is this normal? Is that what is called difference between inner and outer foreskin.
