Don't be afraid of your fraenulum being there on the underside of your penis, connecting the foreskin to the bottom of the glans (head). It is there and SHOULD be there. As Jim also mentioned, it is meant to hold the foreskin properly, to make it likely to roll back over the glans to protect it.
