connected foreskin

I am 19 years old and have a tight foresking. I cannot pull it back over the glans, the end opens a small bit, but it doesn't retract. I think my problem is that it is still connected to glans. I have read on here about stretching and betamethasone creme, but will anything help with making the foreskin disconnect? If it will disconnect, I think I can do the stretching thing, if its necessary. It is connected all the way around. Please give me any information you have. I've been puting up with it, but it's getting old. I'm considering seeing a doctor, but it's kind of embarassing). Thank you for any help you might have.
