If you want to become sure it's connected and not only the tip is what renders you unable to retract your foreskin, try holding the opening closed and pee like that gently... If it balloons up properly, it's not attached. You'll be able to see the places where it is connected, if it is. I emphasise, pee *gently* into the closed foreskin, in order not to cause unwanted pain or damage (pain could come from an adhesion detaching, for example, mostly it doesn't produce even light damage, though.)
