The exercise that Ralesk has suggested is one that is used regularly by boys in his native country and surrounding countries to relieve foreskins which are fused to the glans, if this indeed what your situation is.

Pulling your foreskin out away from your body is also a good exercise to employ. It helps the skin to stretch and may free some the adhesions.

Another way you can determine if the skin is fixed is by using the method any doctor would use. Take a BLUNT probe, such as a dowel which is smooth on the end, and stick into between the skin and the head. Move it around in there to see if adhesions exist. If they do, they do the exercises mentioned above. The alternative is to have the doctor do this without much regard for how it may feel to you. At least you know when to quit if it hurts, they don't often care. It's up to you. What you have is not fatal.
