All the best with this mate. Besides circ\partial circ, there are other options you might want to think about too. It could be that stretching plus betamethasone ointment will work for you in a way that stretching on its own did not. Other surgical options include preputioplasty and dorsal slit both of which would preserve your foreskin, but would loosen it so that it retracts easily soft or hard.

On this kind of issue, I'd ask around to get information, and would try to form a pretty good opinion of the kind of treatment I wanted before I went to the doc. And unless the doc came up with some pretty good arguments for doing something else, I'd stick to my guns. I don't think it's likely that anyone will propose to operate when you turn up for your first consultation. The doctor should tell you what the options would seem to be, and should then give you time to decide whether you want to go ahead with treatment. If you're not keen on the doctor's suggestions – or attitude – you can always go and see someone else.

Take your time mate. You're going on holiday in a month, and maybe the plan is you'll loose your virginity while you're there. But I guess if you do, you'll be using a condom. So maybe the best thing would be to get some practice at putting on condoms, and see if they work OK with your foreskin forward and plenty of lube. If you can sort this, no one is going to notice your problem – at least not until afterwards, and if you do it nice (slow to begin with, with a nice lingering pause at the top of the in stroke, and lots of attention to other sensitive parts of your partner's body) who's going to complain? Then you can think about treatment when you get back. Lots of guys have non-retractable foreskins, and don't see any problem with this. Good luck whatever you do.
