partial circ - just take the phimotic ring?

I don't know what a partial circ is - I have partial phimosis - can it just remove the ring alone that causing the phimosis and leave everything else? What scared me off from a circ is hearing that sexual pleasure would be impaired - but if the frenulum (sp?) is left intact then does this become moot?

I'm thinking this could be great... Because so far, yes, the kenalog I've been prescribed does seem to make the foreskin a tad stretchable EXCEPT for the tissue that makes up the ring...

Could it be because the ring is sort of under the surface of the skin that the cream has less of an impact on it??
