A "partial" circumcision is a somewhat deceptive term. Probably a more correct term is a "loose" circumcision, as it leaves some of the foreskin. However, since the skin is still cut all the way around the penis, then sensation is damaged to virtually the same extent as from a full circumcision.

Well, the "ring" is to some extent the part that keeps the foreskin in place, so it would of course be better to make it work properly than to remove it. And since removing it cuts a large set of nerves, then "leaving everything else" is not entirely practical in this respect.

Two possible reasons - loss of protective coverage of the glans, and damage to nerves.

I actually think there is a bit too much fraenulum worship going on. The fraenulum's job is to pull (spring) the foreskin back over the glans, and to convey movement of the foreskin to the glans - as essentially happens in women. If it is too tight, then it does not do either of these properly and may well need stretching. If it tears, that is probably no catastrophe, and in some circumstances, a small relieving surgical cut may be appropriate. But stretching will generally sort things out without other interference.

If you really, really want to go for surgery, you want a "dorsal slit" or "preputioplasty" which latter is simply a dorsal slit designed to look totally "natural". This would relieve the tightness, but retain as much of the function as possible, and all of the sensation as the foreskin is not cut around. But your difficulty would be to find a surgeon who is competent to do this, rather than a "standard" mutilative (ablative) procedure.

I think you'll find it is still in the skin. If you could get a doctor to perform an injection of steroid into the exact tight part, that might well be even better. Barring that, the cream will do what it will do.
Your main need is to be patient. If it needs more time with persistent stretching, then take more time (both per day if practical, and simply be prepared to wait - weeks, months maybe - but likely not). Time is important with stretching. Surgery is for the impatient - hey, if you're impatient, then sexual sensitivity doesn't matter to you anyway!
