Yes. But yo have to make sure that you talk to the doctor about your desire and ensure he agrees with it. The more skin you retain, the more care you need during the healing to ensure that the new scar doesn't form a phimosis while it heals.If you have a long foreskin, having it shortened a bit may in fact increase the sexual pleasure. Of course, the anti-circ purists will deny this, but few if any of them have lived with a long foreskin.

Correct. you need to pull your skin back as far as possible when you apply the cream to make sure it reaches the tight ring. If it cannot reach the tight ring, the cream won't do much.
However, consistent stretching may result in your being able to expose the tight ring and apply cream, at which point, the stretching could then move much more quickly.
