Uhm, don't you have to apply other steroid creams outside, ON the skin? Like, of course, the inner foreskin is a skin too, but known that creams will get absorbed in zour skin and work there and in the region, there is absolutely no need to go to the other side of the skin. And if he could do that he wouldn't bother asking us about what to do with his phimosis.
