Circumcision

Be clear about this. "Partial" circumcision is circumcision. It refers to a complete circumcision procedure, stitches and all, everything about it is a circumcision. "Partial" circumcision is merely a euphemism for a circumcision in which enough of the foreskin is preserved to allow partial coverage of the glans (penis head) when flaccid (limp), often and more correctly called a "loose" circumcision.

It's really a rather funny concept - doing a circumcision whilst admitting the foreskin has a purpose and therefore that it should not be removed.

Keep on stretching until it does work. It will work if you do it long enough. You may need to consider what you are doing to stretch and figure if there is anything better. It might help to describe here what you are presently doing, what it feels like, and what your situation is, since I don't seem to recall you posting previously.

And you should not be asking this sort of question unless and until you have read all relevant posts on this page and at least two of the archive pages, by way of research, in which case you would likely be asking a different question anyway!

Should you give up on stretching, the procedure of choice if you value your sexual function is not circumcision, but a "dorsal slit" or "preputioplasty".
