Scarred tissue

Can you stretch scar tissue?
My foreskin retracts ok when erect but it is a little tight about 20mm from the top where there is scar tissue , This makes the foreskin stay stuck behind the head instead of going back and forth during sex.
Its ok to get back it just strangles the head a bit.
