I got frenulum breve, what should I do to fix this? PLEASE HELP

I am 16 and I am a virgin. i have this problem and I do not want circumcision, i was thinking frenuloplasty or something similar. The thing is that I only want to extend my frenulum so that the skin from under the glans can fully go down the base of my penis, i do not want to fully remove it because I heard it is the most sensitive part of the penis and it makes it harder to achieve orgasm without it. i really want to get rid of this problem as soon as possible because soon i will start having sexual intercourse and i do not wish to feel pain doing it. i live in new york city and I am in desperate need of help about this problem. I do not want stretching because it takes long i do not want the frenulum to brake to cause further problems. Just fixing the frenulum would be the best option without having to cut any skin. What should I do now, where should I go(most of the cases I heard on the internet are from great britain).
