That's called the frenar band. Dr Paul has described this at length in some previous posts. It's an extension of the little web you'll find inside. It is tight in young boys in order to protect the inside parts from nasty things on the outside. As boys mature and become young men, by learning proper hygiene, they are able to keep the nasty things away from the parts which could become infected such as the meatus. It's quite normal for little boys to have unretractible foreskins. The only reason yours may still be tough is that you haven't been exercising it. If you were not to use your arms or your legs they would react in a similar fashion. Start working the skin back and forth, and also start working on stretching exercises. Do you need some instruction on what to do?
