That's the frenulum, Danny. Sometimes when they are tight they can tear and it'll end up bleeding. However, the chances are you will be advised by some here to do some "stretching" of the frenulum. I strongly advise that you speak to your parents and/or doctor prior to practising any medical advice given to you online.
