Frenulum

Since I have been attempting the stretching exercises to cure my phimosis I have become aware of the condition 'frenulum breve'. I was wondering whether the ability to retract the foreskin when flaccid meant that I didn't suffer from this condition (since I cannot retract when erect, yet, I do not know whether I suffer from 'frenulum breve'.)
Also I was wondering whether a long tubular foreskin hinders stretching and its desired result. Following on from this my foreskin seems to want to 'spring back' (sometimes) when flaccid but this appears to be because of the amount of skin that has been pulled back behind it. Any ideas?
