You can still have a tight frenulum and retract the foreskin when flaccid.

I'm just a tad curious, did you get a professional opinion (i.e - go to your doctor) prior to starting stretching excersizes? If not, it's pointless to continue elongating your foreskin if the problem is with the frenulum. If you haven't seen your doctor, I'd stronly advise that you do. It may be that you foreskin is fine and the problem is with the frenulum. It's difficult to ascertain yourself (without examination) if the problem is the foreskin, frenulum, or both.
