Sounds like you have it figured out. If it comes back when flaccid, you don't have frenulum breve. The end is just a little snug because you are still young and haven't been exercising it sexually yet. The length of your foreskin will have no effect upon your stretching exercises, and in fact should make it easier to grasp the end on each side to pull it apart. The springing back is a normal reaction. The little web (frenulum) is there to make the skin cover back up so the glans remains sensitive and ready for action.
