An automatic mechanism to do what the foreskin is intended to do - keep the glans covered except when having sex (notably, intercourse).

Having looked at that picture, you will note that the fraenulum and foreskin are continuous. Stretching one is stretching the other to a large extent. It sounds as if you have a tight foreskin - and a tight fraenulum may be part of it. So just stretch it - until it does what it should. Don't become too concerned about the minor details.
