Lewis, this sensitivity is to be expected when your glans has been kept covered and moist for all your life. Tea probably would work, but before resorting to that you probably can reduce sensitivity to manageable proportions by contriving to keep the foreskin retracted, with the glans exposed to open air, for a period of time long enough to make it easier to touch and put it to good use. It's likely not much exposure time is needed; when it's dried a bit you can touch it from time to time and gauge its condition. (Your girlfriend might be willing to help in this activity.) If the foreskin won't stay 'skinned back' on its own, you should be able to keep it back using adhesive tape.
Your problem doesn't sound like a big one, and a little time spent as described should put an end to all problems. [Of course, if you can get a condom on without too much pain, that should cut sensitivity to some extent.] Keep us posted, and good luck!
