What has it bothered so far in his life to have remained intact? This is the way boys have been for millions of years all over most of the world. Do you think he might be the first to have had a tight foreskin? Of course not.

Ideally, eventually his foreskin should be fully retractable. At fifteen, it's not unusual for it to be still tight, so relax a bit and discuss with him some simple exercises which will help loosen it.

One such exercise it simply to take hold of the end on either side, pulling simultaneously in opposite directions, thus trying to widen the opening. The tug should be held for several minutes and be repeated at least a second time each day. Doing it at shower time will help the skin to relax and accept the stretch a bit more readily.
