No, not tea time. Thats why your penis head is hypersensitive to begin with. Put down the tea cup, and skin that thing back. The head's got to get out and breath, to become accustomed to exposure and stimulation.
If you never took your shoes and socks off your feet for ten or fifteen years, they would be pretty hypersensitive too.
