- - - - - - - - - - - - - - - -The usual confusion is to why the foreskin is not reasily retractable, and it can be for two reasons. However, you answered the question when you explained that you -can- fully retract. That means there are no latent adhesions connecting the foreskin to the head, only excessive tightness. This describes classic phimosis, and the foreskin trapped behind the head describes paraphimosis.
You came to the right place to find out about solutions. Yes, you can start with remedies at home, and you may or may not need a cortico-steroid cream. But you should still consider this a serious problem that can wreck your sex life and which must be corrected right away. Good luck.
