My foreskin doesn't retract over my penis head either when I'm flaccid or erect -- and I can't force it to either. It has never hurt in the past. The only reason I started trying to pull it back is because I learned that other guys can do that.
When I'm erect it is parted a little way, but otherwise it can't go further. I've read a lot about trying to fix this... there have been posts about things as simple as daily stretching for a few weeks to loosen skin, to something serious like surgery. I don't want to go to the doctor unless I'm sure it's necessary -- is it possible to try that first option and see if it's possible to stretch it out over some time?
