In the absense of infection or trauma, this is a situation similar to any other form of body training. In that sense, this is not really a medical condition until you make it one by involving the doctor who, of course, in the interest of his personal gain, choses to make it medical also. A tight foreskin is no different from an untrained bicep or any other body part which needs exercise.
Yes, we do have free will, and we also have the ability to recognize incompetence, don't we? From your decision to employ stretching along with the cortisone indicates that you understand something that your urologist very obviously does not. We have a GP on this very forum who knows a lot more about this subject than your urologist has revealed of his "expertise."
