Scar tissue will eventually stretch also, but you'll need to be more persistant, and perhaps more careful depending upon when the scarring occurred. To prove that scars do stretch, consider little guys who have had surgery. As they grow, their scars also grow. Those who have had their foreskins removed at birth have a scar which encircles the entire penis, and through the years, that scar does indeed grow with the penis. I believe you are a prime candidate for using a stretching device. It's something which is left in place all day long to keep the skin tense. I was at Home Depot a couple of days ago looking at rubber bottle stoppers. They come in various sizes and are somewhat wedged, allowing insertion of the larger end first, thus preventing the device from escaping. Use a water-based lube on the stopper and insert it into the opening, but not into the urethra. As the skin stretches, you move up to the next size.

There is also a substance from which you can mold your own custom device. You would purchase it at a craft store. It's a moldable plastic.

I'd try anything before letting some guy cut on my penis. Some of the most important parts are right at the end. With that cut off, sex will always be less than the best.
