That sentence does not provide information about the case when scar tissue is present. It only states that in case scar tissue is absent, stretching always works.
And while you are using this sentence of Jim, and using it as evidence in many posts you make here, how do you relate it with your theory that stretching doesn't work for everyone (in the context that it didn't work for you). I don't remember you stating you had scar tissue (before your loose circumcision). Therefore, if you use Jim's statement in the sense you use it, it contradicts your own statements about how stretching doesn't work for everyone (including you, I emphasise)
