Infection with Candida can be inobvious, but I presume it was also what you had back then. What was is reckoned to be at the time (so long ago, many things we now know were not discovered!)?

No! As long as you use only water, it will be as dry as it's going to get. If you need a soothing and waterproofing application hostile to Candida ("Thrush"), I recommend Zinc & Castor Oil - "nappy" or "diaper" cream.

Something is obviously irritating it. You have been checked for diabetes, haven't you?

What's the difference? If it doesn't retract, one might well say it's closed off. Obviously it can't close off and prevent you peeing (well, that's extremely unlikely for sure).
