im no doctor, but i too have these spots, i think most men do. although i have had it explained to me before i cant really remember what they are. but they are normal. when i went to the doctors with my phimosis problem, i also asked about these spots, as he was down there anyway, and he said they are perfectly normal, and nothing to worry about, he did explain what they were, but as i say i cant remember.
hope this eases your mind, if not go to the doctor and he'll tell you himself.
