As an answer to: What should be the goal ? written by Tony at 09 Jun 2002 15:04:19:

Hey Tony!

That is as expected. If whatever you were doing to achieve stretching was not working, then you "re-evaluate and re-position".
> Anyway the question is another: what degree of mobility the foreskin should have for optimal (read: normal) performance?
The answer here is flexible - many "normal" males will have spent a lifetime happily in one camp or the other - which then comes back to the undisputed fact that many (most?) circumcised males also will never have noticed the limitations they may have suffered!
> Should it be so stretched so it moves back and forth during intercourse?
This favours the retention of lubrication inside the vagina, allowing the vaginal opening to bind to the middle of the foreskin to form a (pair of) "bellows" like the boots on your car steering rack, allowing free movement whilst keeping the lubricant in.
> Or should it be a bit "tight" so it can stay placed behind the glans?
Some may favour this, saying that there is advantage in having the glans feel all the contours of the vagina. Of course, it is not necessarily the case that the glans is the only or even the principal sensitive structure - some say it is merely a "switch" which indicates "Yes, this is sex", but does not provide the intricate detail - so the rippling sensations as the foreskin rolls forward and back will not be as obvious this way.
You can have "a bit of both". Having the foreskin forward on initial penetration allows it to store up the lubrication and in retracting, make entry much more comfortable. It may spend most of intercourse retracted, but if things get too dry, it can compensate by reverting to the "steering boot" mode.
Sad to say, but the absolute truth as it is so important - using a condom fouls up much of this arrangement.
