Of course I agree with the thrust of your post, but I'd suggest caution there, Rood. Firstly, he described them as being on his foreskin, not the glans, and secondly, the sensitive "pearly penile papules" are on the corona, at the back of the glans, which he apparently cannot see at this point. What he sees on the foreskin is no doubt, harmless smegma.
And whilst what you say about the doctor is perfectly correct, I'm afraid he would want to be much more knowledgeable before trying to explain to her why she is so wrong, though referring her here would by all means be an excellent idea.
The most important thing is that he knows simply not to consult a surgeon about it because parents in particular are likely to give a "specialist" opinion far too much credence even if it should be wrong (and of course, whilst it could be quite medically competent, this is unlikely for example, in the USA). If he goes, he will be automatically booked for circumcision - if he does not go, he will not.
