How do you define "tight" ?
There are some who are perfectly happy that their foreskin doesn't retrtact at all when hard (otherwise intercourse would hurt since their never-exposed head would be too sensitive).
There are those who feel they are tight because even though their foreskin can retract fairly easily when hard, their frenulum does restrict movement.
And there is a gamut in between.
Also, there is probably a big difference between "tight" and "requiring corrective treatment".
