The other two posters have asked pertinent questions. It's important to determine where the pain is coming from. If it's in the urethra, I'd suggest getting a urinalysis to determine if you have any infection. If it's just at the meatus or under the foreskin, stop using soap. Soap is often very irritating and the use of it can lead to yeast infections that can be the cause of itching.
Now, you have said you have phimosis, but you also state that you can clean under your foreskin. What exactly do you mean. Is it retractable or not? Is so, how far?
Please answer all of these questions, and we'll try to get you some help. OK?
Are you drinking plenty of water? What color is your urine? What about sweet drinks such as Coke? Do you consume a lot of alchohol?
