The solution is quite simple. Your foreskin is already retractable, so all you really need to do is to exercise it. Start pulling it back more often and it will loosen up on its own. You pee several times a day, so this gives you several opportunity to pull the skin back. Also when showering, take some extra time while the skin is warm to stretch it. Take hold on each side and pull outward.

Frankly, I don't think you need to worry about a prescription for betamethasone. Most of the guy who come here have had much more severe problems than you, and most of them are achieving stretching results without the use of the medicine.
Give it a go for now just using gentle stretching and you'll surprise yourself.
