I would suggest the first thing you do is speak to your doctor and discuss with him the pros and cons of stretching and possible repetive tearing of a tight frenulum and the likely-hood of it working. Unfortunately you will not get an objective or qualified answer from people here (even when the same people are using different names to reenforce their message). Don't worry though, circumcision is not neccessary to resolve the problem.
