No. I myself have stretched it and now I can pull the foreskin back so much it smooths out perfectly, without pain, even when erect... Took me some time, indeed. And no I didn't know anything about how skin works back then. It was just logical.
Stretching is the word, but the actualy thing that happens it more likely to be described as growth. As you exert a stretching force on the skin, regularly, it will *try* to adapt, thus, grow more skin cells. Therefore, parts of it will become longer (fraenulum for example), other parts will loosen up if tight (the foreskin itself). Keep up a relatively gentle, but regular stretching and given the time, you'll see things change. Quite a lot of people here have proven this.
