However if too much stretching is done minute tears are caused and these heal to tiny scars which are even less elastic than the skin around them - thus the phimosis actually gets worse and circumcision is eventually necessary."
While I agree that the text is slanted against stretching, it is a fact that improper stretching will cause tiny scars which IN THE LONG TERM will cause the foreksin to narrow again. In the case of foreskin restorers, narrowing of the tip of the "foreskin" is a desired effect since it provides a more realistic appearance and helps prevent the short foreskin from retracting too often. But in the case of an uncircumcised with long foreskin, improper stretching may yield temporary widening only to see it progressively narrow into a phimosis again.
Also remember that as erections get less frequent with age, the tip of the foreskin will remain in its "narrow position" beyond the meatus of the glans for longer periods and this facilitates formation of phimosis if there is scarring.
As long as folks are aware that any stretching must be gentle (and hence perhaps take more time), then stretching is fine.
Similarly, as Beauges said, if the young adult still has a tight foreskin, it is partly because he didn't handle his penis properly during puberty (aka: masturbation) to loosen it up. If he stretches and manages to retract but doesn't change the way he handles his penis, then the same conditions which allowed the foreskin to tighten (or not loosen) will remain and this increases the chances of a phimosis later on.
But in the end, if the guy succeeded in stretching at 20 years old and his foreskin has tightened up by the time he is 45, he can stretch again as often as he needs to.
