I agree with Paul that it is something you are doing that is causing the rash. Smegma is normal and nothing to worry about. Anything you may have read or heard about it was made up as a "reason" to cause people to fall for the myth of needing to mutilate their sons. Interestingly, women have never fallen for this line all the while producing buckets of the stuff over a lifetime while remaining intact. Quit you worrying and get back to the business of stretching gently.
