>Absolutely not! What you have described to us is most probably a case of balantitis. This happens from poor hygiene. In your case, with phimosis, when you let water underneath your foreskin to wash off smegma and you pull your foreskin back up right after, your are encouraging bacteria to grow and spread as you have given a warm and moist environment from not drying off the excess water. Soon, bacteria will spread and symptoms of a rash, even on the foreskin, persists pending on whether you wash dry off your glans. Do not let the bacteria spread, pull back your foreskin and wash off your glans immediately and make sure you dry it off, this will prevent bacteria from cultivating. However, balantitis is not too serious, so dont worry too much but make sure you treat it immediately.
