Safe for who? You or your girlfriend? This article gives a good summary of the potential risks that women are understood to take from using talc on the outside, so having it poked inside would seem to be even worse (here is the basic search for that and similar articles).
Now, if it seems to cause this problem in women, how keen are you to stick it on the end of your penis? There appears to be no research available on any possible connection between talcum powder on the penis, and cancer of the penis, but it is as plausible a connection as that between ovarian cancer and talc.
(The problem of course is that to find out about either of these possibilities, you have to convince one group of people never to use it for a lifetime, and another group of people to always use it, and study them for at least fifteen years. Naturally, this isn't going to happen, which is why no-one really knows about it!)
And in more general terms, one might wonder about why you think your foreskin smells so bad if you wash it with water (only) at least once a day and pull it back every time you pee?
