I'm 99.9% sure you can stretch without any problems, it will just take time and effort.
2 months ago I couldn't even expose 90% of my glans while flacid. I started stretching and I noticed the same thing as you did, my frenelum was wayyyyy to short, it will NEVER get behind the glans. I got over that fact and kept on stretching anyway and I'm now able to expose my glans while i'm erect.
I'm still working on it, so it's still fairly tight while i'm erect, I have no problem while i'm flacid though.
It will help if you get some of cream to help with the stretching but you will more than likely need a prescription to get some though.
