Though some here promote it as such, sadly stretching doesn't work for everyone. A partial circumcision removes far less foreskin that a full circumcision. Yes, it requires stitches. If you decide to go the surgery route to resolve the problem you might also want to consider a dorsal slit (see the site that hosts this forum for more info on that procedure). Depending on what the actual problem is, that may resolve it. You'd probably need to discuss it with your doctor/specialist to see what is needed though.
