I don't know anyone who is uncircumcised who doesn't get an itch once-in-a-while ubder their foreskin. If it's sporadic then that's what it is, an itch. If it's constant and ongoing you might have posthitis, an inflamation of the foreskin. In that case an antibiotic like NIZORAL tablets or a topical cream will do the trick as your doctor thinks.
If it feels good to scratch and rub it, that's not going to cause a problem just as long as you don't do it to the point of irritation or bleeding.
After all, a good pull on your foreskin is how a lot of boys discovered wanking.
