Virtually no danger at all with latex condoms at least. Fascinating exercise - fill one with water and see how big it gets before it splits! No, being too tight is actually protective against splitting, the only problem is that it could be uncomfortable.

Now you are onto something. Having said condoms are very stretchable (as are rubber gloves), the circumstance where they will tear, is when almost the tip is "grabbed" by the vaginal entrance due to lack of lubrication, and then pulled back to stretch over the whole penis. This is when the limit of stretching is reached - and the end is torn off in a characteristic manner.
And of course, this is less likely to happen if the condom is in fact, a tight fit!
